If your landlord won't do something about it, then turn him in to the housing authority. To me is sounds as if he is attempting to conduct a constructive eviction and that is illegal. If you are in puddles of urine then the health and safety people might want to get involved. After all, that is a bio-hazard. Your landlord must give you reasonable and safe living conditions and right now it sounds like he is not doing that. Beyond that, move. He has in a word given you permission. Next time he says something like that to you, make him put it in writing.
