My puppy has accidents when nervous...?

My little dog did this for two years. I usually brought her outside to meet people so she went out there. If she went inside I just let her know I was disapointed. That how I trained her and she no longer goes inside. I'm pretty sure getting him fixed will not fix it. Give it time, it is not uncommon.
